BANDO DI PARTECIPAZIONE E REGOLAMENTO 2023

Art. 1 – Organizzazione

“Cinema e Società”

INDICE

la XV edizione dell’”International Fest Roma Film Corto”, riservato a corto e mediometraggi di fiction, documentari e docufilm, film d’animazione, videoclips.

Durate consentite:

60’’ max (sez. “Microcorti”); 2’’ max (sez. “Mostre”). Durata 20’ max, per le opere destinate a tutte le altre sezioni. Durata della categoria mediometraggi: 50’ max (le durate devono intendersi esclusi i titoli di apertura e chiusura). Le opere possono essere di produzione italiana e/o internazionale (in quest’ultimo caso dovranno essere sottotitolate in italiano). I partecipanti stranieri hanno la possibilità di scaricare Bando/Regolamento e la relativa modulistica in lingua inglese).

Art. 2 – Giuria

La Direzione artistica provvederà alla selezione della opere (n.30 max).

Il compito di assegnare i vari riconoscimenti spetterà ad un Giuria composta da professionisti del settore e docenti, unitamente a studenti delle più qualificate scuole di cinema, accademie, università, istituti di scuola media superiore.

Le scelte della Direzione artistica e della Giuria sono insindacabili. Se, per cause di forza maggiore, la costituzione e il lavoro della Giuria non potesse aver luogo, sarà l’Organizzazione di comune accordo con la Direzione artistica ad indicare i nomi dei vincitori.

Art. 3 – Sezioni

“Concorso”: sezione competitiva(*) riservata ai film inediti. Anno di produzione, dopo il 1° gennaio 2022 (La sezione riguarda i soli cortometraggi);

“Award Winning”: sez. competitiva riservata a corto e mediometraggi già premiati, dopo il 1° gen. 2021;

“Cinema Solidale”: sezione competitiva riservata a film cortometraggi incentrati sui seguenti temi: multirazzismo e integrazione sociale, cinema e terapia medica, violenza di genere, bullismo, cyber bullismo, sicurezza stradale”, calcio solidale, ecc.
Anno di produzione, dopo il 1° gennaio 2022:

“Eventi”: riservata a documentari, docufilm, mediometraggi. Anno di produzione, dopo il 1° gennaio 2022;

“Mostre”: riservata a video d’arte, fotografia, istallazioni, ecc. Anno di produzione dopo il 1° gennaio 2022;

“Percorsi visivi”: riservata a film inediti e non; anno di produzione, dopo il 1° gennaio 2021;

“Nuova animazione”: riservata a film di animazione realizzati con varie tecniche. Anno di produzione, dopo il 1° gennaio 2022;

“Multimedia Art”: riservata a film che esplorano nuovi linguaggi e soluzioni espressive. Anno di produzione, dopo il 1° gennaio 2022;

“Laboratorio Scuola”: riservata a film realizzati da studenti di scuola media inferiore e superiore. Anno di produzione, dopo il 1° gennaio 2022;

“Laboratorio Università”: riservata a film realizzati da studenti universitari; anno di produzione: dopo il 1° gennaio 2022;

“Microcorti”: riservata a film inediti e non. Anno di produzione dopo il 1° gennaio 2022.

(*) la destinazione delle opere nelle singole sezioni-categorie, spetta alla Direzione artistica. La specificità tematica (sez.ni: Cinema Solidale, Nuova animazione, Multimedia Art, ecc. / cat. Documentari, docu-film, videoclip, Microcorti, ecc.) non preclude la possibilità – a discrezione della Direzione artistica – di presentazione di un’opera in una delle sezioni competitive.

Art. 4 – Iscrizione, invio o spedizione

Il partecipante dà, fin d’ora, incondizionato assenso ai sensi del Regolamento Europeo n. 679/2016 (GDPR) in materia di

L’iscrizione è gratuita. Dovrà essere inoltrata online, entro e non oltre le ore 23.59 del 3 novembre 2023, a: rfc.iscrizione@gmail.com, con l’invio del presente bando, debitamente firmato e con i seguenti allegati, debitamente compilati e firmati:

– scheda di partecipazione (il modello unitario per più iscrizioni è riservato alle sole Case di distribuzione);

– liberatoria (il modello unitario per più opere è riservato alle sole Case di distribuzione);

– sinossi film, note biografiche del regista dell’opera filmica, note biografiche dell’artista. – n.1 video di presentazione dell’opera iscritta (fa parte del regista e/o intervista attori/attrici, produttori, ecc., della durata 3’ max, nel formato Mp4 – H264/Mbts 20;

– n.2 foto di scena del cortometraggio e/o dell’opera/opere di video d’arte (per la sezione “Mostre”);

– n.1 foto del regista, e/o dell’artista (per le sez. “Mostre).

I video delle opere iscritte (max. 2 per ogni autore), vanno inoltrate allo stesso indirizzo di posta elettronica: , nel formato: Mp4 – H264 / Mbts 20, tramite link scaricabili. I video di lingua e produzione straniera, devono essere sottotitolati in lingua italiana.

L’iscrizione sarà ritenuta valida solo se completa di tutto il materiale richiesto. Le spese di spedizione sono a carico dei partecipanti. L’Organizzazione declina ogni responsabilità per eventuali danni, smarrimenti, furti, o altri incidenti che le opere dovessero subire. Il materiale pervenuto non verrà restituito, a prescindere dall’esito della selezione, e verrà inserito nell’archivio dell’Organizzazione.

La Direzione del Festival si riserva di utilizzare gratuitamente a scopi promozionali (a mezzo stampa e/o altri canali multimediali) estratti della durata di 30”/60’’ delle opere selezionate, le foto e tutto il materiale pervenuto.

Art. 5 – Opere selezionate e Calendario Festival

La Segreteria del Festival provvederà, a partire dal 15 novembre 2022, a pubblicare e/o comunicare, tramite posta elettronica, i titoli e gli autori selezionati, insieme al programma completo dell’Evento sul sito ufficiale del Festival:

Art. 6 – Premi

Premio “Colosseo d’Oro” al “Miglior cortometraggio”.

Premio “Ettore Scola” alla “Miglior opera” (cortometraggio e/o mediometraggio, documentario, docufilm) per la sezione “Award Winning”;

“Colosseo d’Argento” alla “Migliore Sceneggiatura” e al “Miglior Interprete”

Maschile/Femminile, Targa “Premio Cinema Solidale”.

Previste “Menzioni Speciali” per la “Migliore Fotografia”, “Migliore Colonna Sonora”, “Miglior Montaggio.

Art. 7 – Privacy, Diritti, Obbligazioni

Il partecipante dà, fin d’ora, incondizionato assenso ai sensi del Regolamento Europeo n. 679/2016 (GDPR) in materia di privacy e in linea con i nuovi regolamenti sulla protezione dei dati personali entrati in vigore il 25 maggio 2018. Compete al partecipante il diritto, di cui all’art. 7 del Decreto legislativo n. 196/2003, di chiedere la cancellazione, l’aggiornamento, la rettifica/integrazione dei dati, o di opporsi al trattamento dei dati medesimi. Diritto che potrà essere esercitato scrivendo, tramite posta raccomandata, a: “Cinema e Società”, via della Camilluccia, n. 79, int. 3 – 00135 Roma.

Il partecipante dichiara di avere la disponibilità legale del film/opera, di autorizzarne la pubblica proiezione – anche nel corso di festival e rassegne gemellati con l’”International Fest Roma Film Corto” – senza pretendere alcun compenso, liberando l’organizzazione del Festival e le sale destinate alle proiezioni/esecuzioni da qualsiasi responsabilità presente e futura. Con l’iscrizione al Festival medesimo, il partecipante accetta, implicitamente, gli articoli dall’1 all’8 del presente Regolamento e risponde del contenuto della sua opera.

Art. 8 – Eventuali modifiche/variazioni

L’Organizzazione e la Direzione del Festival hanno la facoltà di modificare e/o rettificare le norme del presente Regolamento – compresa l’eventuale cancellazione di una o più sezioni, e/o Premi – qualora ne ravvisassero l’opportunità rendendolo noto ai partecipanti. Per eventuali controversie tra partecipanti e Organizzazione, la stessa si riserva di far ricorso a un arbitrato in sede della CCIAA di Roma.

Art. 1 – Organizzazione

“Cinema e Società”

the XV edition of the “International Fest Rome Short Film”, reserved for short and medium-length fiction films, documentaries and docufilms, animated films, videoclips.

Permitted durations:

60” max (section “Minishort”); 2‘ max (section “Exhibitions”). Duration 20‘ max, for works intended for all other sections. Duration of the medium-length film category: 50‘ max (the durations must be understood as excluding the opening and closing titles). The works can be of Italian and / or international production (in this case they must be subtitled in Italian). Foreign participants have the possibility to download the Call / Regulations and the relative forms in English)..

Art. 2 – Selection of Works – Jury

The Artistic Direction will select 30 works, max). A Jury of students from cinema schools, universities, academies, institutes of all levels, together with teachers and industry professionals – will decide the winners and assign the main awards. If, due to force majeure, the work of the Jury cannot take place, the Organization will indicate the names of the winners in agreement with the Artistic Direction.

Art. 3 – Sections

“Competition”: competitive section(*) reserved for unreleased films. Year of production, after 1 January 2022. (The section concerns short films only);

“Award Winning”: sect. competition reserved for shorts and medium-length films already awarded in other festivals and / or reviews. Year of production, after 1 January 2021

“Solidarity Cinema”: competitive section reserved for short films focused on the following themes: multiracism and social integration, cinema and medical therapy, gender-based violence, bullying, cyber bullying, road safety “, solidarity football, etc.
Year of production, after 1 January 2022;

“Events”: riservaded for documentary, docufilm, medium-length. Year of production, after 1 January 2022;

“Exhibitions”: reserved for video art, photography, installations, etc. Year of production after 1 January 2022;

“Visual itineraries”: reserved for unreleased and unreleased films; year of production, after 1 January 2021;

“New animation”: reserved for animated films made with various techniques. Year of production, after 1 January 2022; “Multimedia Art”: reserved for films that explore new languages and solutions expressive. Year of production, after 1 January 2022;

“School Laboratory”: reserved for films made by middle and high school students. Year of production, after 1 January 2022;

“University Laboratory”: reserved for films made by university students; year of production: after 1 January 2022;

“Minishort”: reserved for unreleased and unreleased films. Year of production after 1, January 2022;

(*) the destination of the works in the individual sections-categories is the responsibility of the Artistic Direction. The thematic specificity (sections: Solidarity Cinema, New Animation, Multimedia Art, etc. / cat. Documentaries, docu-films, video clips, Minishort etc.) does not preclude the possibility – at the discretion of the Artistic Direction – of presenting a ‘operates in one of the competitive sections.

Art. 4 – Registration, sending or shipping

The participant gives, as of now, unconditional consent pursuant to European Regulation no. 679/2016 (GDPR) regarding Registration is free.

It must be submitted online, no later than 11,59 pm on 3 November – 2023, to: with the dispatch of this announcement, duly signed and with the followingattachments, duly completed and signed:

– participation form (the unitary model for multiple registrations is reserved for distribution companies only);

– release form (the unitary model for several works is reserved for distribution houses only);

– film synopsis, biographical notes of the director of the film, biographical notes of the artist.

– 1 video presentation of the entered work (part of the director and / or interviewers

/ actresses, producers, etc., lasting 3 ‘max, in the format Mp4 – H264 / Mbts 20;

– 2 scene photos of the short film and / or the work / works of video art (for the

“Exhibitions” section);

– 1 photo of the director, and / or the artist (for the “Exhibitions) sections, The videos ofthe registered works (max. 2 for each author) must be sent to the same e-mail address:, in the format: Mp4 – H264 / Mbts 20, via downloadable links. Foreign language and production videos must be subtitled in Italian.

Registration will be considered valid only if complete with all the required material. Shipping costs are charged to the participants. The Organization declines all responsibility for any damage, loss, theft, or other accidents that the works may suffer. The material received will not be returned, regardless of the outcome of the selection, and will be included in the Organization’s archive.

The Festival Management reserves the right to use, free of charge, for promotional purposes (in the press and / or other multimedia channels) extracts lasting 30 “/ 60 ”of the selected works, photos and all the material received.

Art. 5 – Selected works and Festival Calendar

The Festival Secretariat will, starting from 15 novembre 2023, publish and / or communicate, via email, the selected titles and authors, together with the complete program of the Event on the official website of the Festival:

Article 6 – Prizes

The Jury will assign the ” Golden Colosseum” Award to the “Best Short Film”, the “Ettore Scola” Award to the “Best Work” (short and/or medium-length film, documentary, docufilm) for the “Award Winning” section; the “Silver Colosseum” to the “Best Screenplay” and to the “Best Performer” Male/Female, award the “Solidarity Cinema Award”.Expected “Special Mentions” for “Best Cinematography”, “Best Soundtrack”, “Best Editing”.

Art. 7 – Privacy, Rights, Obligations

The participant gives, as of now, unconditional consent pursuant to European Regulation no. 679/2016 (GDPR) on privacy and in line with the new regulations on the protection of personal data which came into force on May 25, 2018. The participant has the right, pursuant to art. 7 of the Legislative Decree n. 196/2003, to request the cancellation, updating, rectification / integration of data, or to oppose the processing of the same data. This right can be exercised by writing, by registered mail, to: “Cinema e Società”, via della Camilluccia, n. 79, int. 3 – 00135 Rome. The participant declares to have the legal availability of the film / work, to authorize its public screening – even during festivals and reviews twinned with the “International Fest Roma Film Corto” – without claiming any compensation, freeing the organization of the Festival and the rooms intended for projections / performances from any present and future responsibility. By registering for the Festival itself, the participant implicitly accepts articles 1 to 8 of these Regulations and is responsible for the content of his work.

Art. 8 – Possible modifications / variations

The Organization and the Festival Management have the right to modify and / or rectify the rules of these Regulations – including the possible cancellation of one or more sections, and / or Awards – if they deem it appropriate by m aking it known to the participants. For any disputes between participants and the Organization, the same reserves the right to resort to arbitration at the Rome Chamber of Commerce.
